Do You Need an International Driving License?

Do you travel internationally? If you plan to rent a car overseas, your trusty state driver’s license may not get you very far.

Before you leave home, get an International Driving Permit (IDP), a valid form of identification in 150 countries that translates your information into multiple languages. An IDP always speaks the language, even if you don’t.

The IDP is not a driver’s license. This small paper booklet simply serves as a translation of your valid U.S.-issued driver’s license. It contains your name, photo and typical driver information. Information appears in 10 languages—which is key if you are ever have to present your ID in a foreign country.

You never want pay more than you have to for a rental car. Does your route include a lot of toll roads? There’s no reason to pay through the nose for the rental company’s expensive toll pass. If you have your own E-ZPass transponder, just bring it along.

That’s especially good advice in a time when you may end up unknowingly driving on a toll roll. In states like New York, for example, toll plazas are disappearing. They are being replaced by cashless toll overpasses that record your car as you drive underneath.

Who Pays for Tolls in a Rental Car?

You will always end up paying a price if you drive on toll roads in a rental car. If you don’t bring your own transponder, you have three options and none of them are good.

Pay a daily fee to use the rental car company’s toll pass. This is expensive, since you will pay a daily use fee for the pass plus the cost of the tolls.

Drive through the toll plaza without stopping. This option is even worse, as you’ll pay a huge penalty on top of the cost of the tolls.

Stop and pay cash every time. It’s not easy to pay as you go, since more and more toll roads are converting to all-electronic tolling. And who wants to wait in a long line of traffic to pay a toll, anyway?

Where Do You Need E-ZPass?

There are three major groups of toll agencies around the country. In addition, a few states run their own toll programs independent of any reciprocal affiliation with other states.

If you bring your own toll transponder, tolls are billed to your account at each electronic toll plaza. Better yet, you’ll often get to take advantage of discounted tolls for paying electronically. If you use the rental company’s pass, you will pay the higher rate plus the daily fee.

The largest toll consortium, E-ZPass, oversees basically every toll from Illinois to Florida and up to Maine. That’s the entire Northeast, most of the Southeast coast and a good chunk of the Great Lakes region. An E-ZPass transponder is typically a plastic box mounted to your windshield with Velcro. In other words, it’s portable and easy to use in any other car.

Renting a car in the E-ZPass region? The vehicle will likely have a plastic E-ZPass transponder mounted on the windshield. Very likely, it is mounted in a lead-lined box that can be opened and closed. To use your personal transponder instead, just make sure the box in the rental car is closed. Then hold your personal transponder up to the windshield whenever you go through a toll plaza. You can use the Express or E-ZPass Only lanes just as you normally would.

How to Use Your E-Z Pass in a Rental Car

Technically, you’re supposed to add the rental car’s license plate to your E-ZPass account. In our experience, you don’t have to. Just make sure you firmly hold your transponder up to the center of your windshield. If for some reason the toll plaza doesn’t read your transponder, it’ll bill the rental car company anyway.

Don’t own a transponder and like the idea of having your own? It’s cheap and easy (and sometimes even free) to get your own, no matter where you live. We often recommend ordering an E-ZPass transponder from Massachusetts, since there is no monthly fee. In addition, the cost of the transponder gets credited to your account and made available for tolls.

For even more flexibility, we recommend the North Carolina Quick Pass E-ZPass. Although it costs a few dollars to order, it works for virtually every toll east of the Mississippi River that accepts E-ZPass or Florida SunPass.

How Much Does Sixt Hang On Your Card?

Like other major car rental companies, Sixt will temporarily hold a sum of amount of money on your credit or debit card in addition to the cost of your reservation. The amount that Sixt holds on your card will cover charges you might rack up by the end of the rental, such as late return fees.

The hold will be equal to the total for your rental plus a security deposit. This sum would cover any extra charges—say, additional fuel charges or charges for a late return. That extra amount is based on the location of pickup, dates of rental, and the size of the vehicle.

To ensure this extra hold doesn’t complicate your finances, be sure to confirm how much Sixt hold on your card and when those funds will come back into your bank account. Those factors will depend on the type of car you’re renting, and your bank.

How Much Does Sixt Hold as a Security Deposit?

The amount Sixt holds on your card depends largely on what kind of car you’re renting. But generally this amount starts at $200 for credit cards. This hold, plus the rental amount, will show up as a pending charge on your credit card until the end of the reservation.

For debit cards, plan to pay a deposit of $200 plus the cost of the rental. You’ll get this amount back after the reservation is completed. It usually takes up to a few days after returning the car.

Holds for Luxury Rentals

If you rent a luxury vehicle from Sixt, be prepared to pay a higher authorization or deposit charge in addition to the vehicle rental price. Typically, you’ll need a major credit card—not a debit card—for these reservations.

Sixt has three additional vehicle categories that carry higher charges than the standard deposit, with authorizations or deposits of either $500, $1,000 or $2,500. If the rental amount plus $200 is higher than the corresponding deposit, you’ll pay that amount instead.

When Does Sixt Return Your Deposit?

Sixt should return your deposit or authorization amount in full after the rental finishes, but it can take a few days for those to show up on your account. With credit cards, the authorization amount of $200 or more will show up as an authorization until you finish the rental. After that, the charge will drop off of your card and you’ll be left with the reservation amount.

For debit cards, this charge reversal can take up to 10 business days to clear your account after you finish the rental reservation.

3 Tips for Checking Your Deposit

If you’re at all concerned about having enough credit or funds to cover the full cost of the rental and deposit, here are some actions to take before picking up the rental car:

Pinpoint the amount of the hold. Remember that Sixt will charge a minimum of $200 when renting with a credit card in addition to the full cost of the reservation, or a $200 deposit for debit cards. Add that amount to the price of the rental to get a picture of how much you’ll need to have available on your credit card when you finalize your rental reservation. When in doubt, call Sixt to confirm the hold amount.

Note: At the outset of the coronavirus pandemic last spring, several rental car companies stepped up with temporary promotions to waive young renter fees. This is a big deal, since young renter fees can be $30 per day.

Car Rental Fees for Young Drivers

A young renter fee (also called an under-25 fee or underage fee) is a daily fee that compensates the rental car company for the extra risk posed by young renters. Multiple studies show that drivers under the age of 25 are a riskier class of drivers.

Car rentals for drivers under 25 are not cheap. Young renter fees can range from $19 to $57 per day, depending on the rental car company. In many cases, the young renter fee can cost more than the rate itself. This daily fee is then subjected to taxes, which makes it a fee we hope you can avoid.

Car Rental Young Renter Fees by State

Most rental car companies will only rent to drivers 21 and older, but there are exceptions. Hertz, Dollar and Thrifty set the minimum age to rent a car at 20, while Fox Rent a Car requires drivers to be 19 or older.

Two states, Michigan and New York, require companies to rent to drivers 18 and older, but car rental companies have discretion on the fee. At Alamo, for example, the fee for drivers under 21 is a hefty $57 per day, plus tax, in addition to the rental car cost. So a 20-year old renting an Alamo vehicle at New York LaGuardia Airport (LGA) is going to pay $75.91 in young renter fees (and associated taxes) per day, on top of the rental rate.

The exceptions are Michigan and New York, where the minimum rental age is 18. The other exception is that U.S. government employees and military personnel can rent at 18 if they are able to show official orders at the rental location.

Gen Z drivers in major metro areas should also take a look at Kyte, the first rental company to offer door-to-door delivery service on both ends of your trip. While you need to be 25 years old to rent with Kyte in most areas, there are exceptions. Boston-area residents aged 21 to 25 can rent with no underage surcharge which is a nice win. In New York City, drivers as young as 18 can rent, and Kyte recently dropped both its steep $120-per-day surcharge for drivers ages 18 to 20, and the $45-per-day charge for drivers ages 21 to 25. And it gets better. Kyte has also introduced Kyte for University for drivers under 25 renters in California, Florida, Illinois, Pennsylvania, Washington, and Washington D.C., which waives the underage fee for college students with an .edu email address.

Rental Cars Off Limits to Young Drivers

For car rentals for drivers under 25, the categories are often limited. Default car categories (economy, compact, intermediate, standard, and full-size) are usually permissible while sports cars, exotic cars, premium, and luxury vehicles are typically off-limits. Only two companies (Payless and Sixt) explicitly allow young renters to rent minivans.

Car Rental Requirements for Drivers Under 25

To rent a car, you need to meet all of the rental car company’s driver qualifications. This includes having a valid driver’s license, credit card in the driver’s name with enough credit available for the vehicle along with any deposits, and authorizations for additional services. Procuring a credit card is a challenge for the youngest renters after the Credit CARD Act of 2009 placed restrictions on issuing credit cards to those under the age of 21. Paying for a rental car with a debit card may be possible but comes with a multitude of restrictions and requirements.

Memberships That Save Young Drivers Money

Rental car companies are in it to make a profit, so if a customer isn’t exempt from a fee, the company will impose it. The single best method for minimizing a rental car bill is avoiding these fees through memberships.

AAA Membership

Hertz created a Young Driver Fee Waiver for AAA members aged 20 to 24. In addition to waiving the Young Renter Fee with rentals from Hertz, AAA membership also provides the Roadside Protection Services and offers family rates where younger drivers can be added for a minimal cost. The reservation must be booked under the AAA rate code to be eligible for the fee waiver. This fee waiver is not global; it’s available only in the U.S. and Canada.

Better yet, Hertz recently lowered the minimum age to rent a vehicle to 18 in the U.S., except Alabama and Nebraska where the minimum age to rent is 19. Hertz also lowered the minimum age for enrollment for its Gold Plus Rewards Program to 18 years old. This means it makes even more sense for 20 year olds to rent through Hertz since they can both avoid the underage fee and also skip the counter.

USAA Membership

Membership in the USAA is consistently a good deal for service members (and family members of service members) between the ages of 18 and 24. The fee waivers at Avis, Budget and Hertz for USAA members starts at age 18, while the fee waiver at Enterprise starts at the age of 21.

As with the AAA rate, a reservation must be booked under the USAA rate to be eligible for the fee waiver; membership alone isn’t enough, USAA benefits are also only valid within the United States.

How Drivers Under 25 Can Waive Fees

Federal Employees and Active-Duty Military

Active duty military and federal employees on orders may rent at Alamo, Avis, National, and Enterprise starting at the age of 18 without a Young Renter fee. However, vehicles booked by an individual on government orders is likely booked through a service like Defense Travel System (DTS).

If you are active-duty military not traveling on orders, join USAA immediately. You’ll be entitled to a young renter fee waiver starting at age 18 (with Hertz) and with four more companies once you turn 21. USAA members also receive an insurance benefit on their rentals at the four main providers.

Insurance Replacement Rentals

If you need a replacement car after an accident, some rental car companies will waive fees for young renters. However, this depends on whether your insurance company has negotiated favorable rates with the rental car companies.

Employer Negotiated Rates

Car rentals for drivers under 25 can also be more affordable if the renter is doing company business. The rules and eligibility of those reservations are controlled by agreements between corporations and individual rental car companies.

Limited-Time and Uncertain Exceptions

From time-to-time, limited-time exceptions to the young rental fee also arise. Dollar and Hertz have both been known to cut down fees temporarily, especially at the beginning of calendar years. In addition, the Hertz Gold Family program (as of January 2017) appears to waive the underage fee on rentals in Canada. A caveat: The ability to waive the underage fee on U.S. rentals was recently removed, so we fear the dissolution of this program.

What Takes place if You Obtain an E-ZPass Violation in a Rental Cars and truck

Did you get an E-ZPass violation in a rental car? Getting stuck with a toll violation in a rental car can be a pricey addition to your trip. That’s because the violation will be sent directly to the rental car company. You’ll be billed for the toll and penalty fee, and the rental car company will charge an additional admin fee.

Violations have a nasty way of snowballing. For example, the Chicago Skyway toll in Illinois is $5.30 for a passenger car. If you pay your violation within seven days, that’s all you owe. But the rental car company might not even pass on the violation notice within that week. And if you don’t pay within seven days, the cost jumps to over $30 for the violation and collection fee. Expect an other fee on top of that from your rental car company.

There are several reasons you can get a toll violation, some of which are less obvious than others. Plan ahead and be sure not to make any of these mistakes.

Common E-ZPass Violations

Toll Evasion: This is probably what you think of when you hear “toll violation,” and it’s pretty straightforward. Toll evasion occurs when you drive through a lane without paying and without a valid E-ZPass tag mounted in your vehicle.

Be aware that it’s getting easier to end up unknowingly driving on a toll roll. In states like New York, for example, toll plazas are disappearing. They are being replaced by cashless toll overpasses that record your car as you drive underneath.

Insufficient Funds: When your account is below zero and you travel through an EZPass Only lane. This could be because you forgot to reload your account funds. Or it could be because your credit card on file is no longer valid. Be sure to check your account balance before you hit the road in a rental car with your own transponder.

Transponder Error: You could get stuck with a toll violation if your transponder isn’t properly mounted in your vehicle. In addition, something may be blocking the transponder signal.

Class Mismatch: When your E-ZPass tag designating the vehicle class does not match the vehicle you are driving, it’s a violation. This is unlikely, but if you plan to switch your transponder between multiple vehicles or to a rental car, just make sure they’re in the same vehicle class.

Speeding: When you travel through the E-ZPass lane at a speed in excess of the posted limit, you can snag yourself a violation. While many electronic toll plazas don’t even require you to slow down anymore, keep an eye on posted speed limits to make sure you don’t end up in trouble. Common lane speeds are 5 mph and 20 mph.

How to Avoid E-ZPass Toll Violations

Bring your own transponder. If you have an E-ZPass transponder on your car at home, bring it along to save money and a lot of hassles. Most electronic toll systems use the car’s license plate as a backup if the transponder can’t be read properly, so if you’re using your own transponder, consider logging on to your E-ZPass account online to add your rental car license plate to your account. Just don’t forget to remove it when your trip is over.

If you’re driving a rental car in New York state, there is a handy website that lets you pay your tolls instead of being charged extra fees by the rental company. Taking advantage of this service is simple. Just drive through an E-Z Pass toll lane without stopping. If your rental vehicle is equipped with an E-Z Pass transponder on the windshield, be sure to keep the box closed so the tolls do not go directly to the rental company, which they will pay and then charge you a “convenience fee.”

Within 48 hours of traversing your first toll, head to the Tolls by Mail website to enter in the license plate of your rental vehicle as well as the start and end dates/times of your rental along with your credit card information. It’s a simple process. As long as you sign up within the 48-hour window, the tolls should get charged to your credit card and let you sidestep the rental car company’s convenience fee.

How to Dispute an E-ZPass Toll Violations

Be forewarned that disputing an E-ZPass violation is a bureaucratic nightmare. It requires writing a letter sent to an E-Z Customer Service Center within 180 days of the disputed charge. You may need to contact multiple agencies that handle E-ZPass on different roadways or bridges, and each will likely have a different collection agency.

Need a Honolulu airport car rental? Daniel K. Inouye International Airport (HNL) is the main gateway to Honolulu and to the Hawaiian island of Oahu. One of the 30 busiest airports in the United States, the airport is located three miles northwest of downtown Honolulu.

Daniel K. Inouye International Airport is divided into three terminals. A and B gates are located in Terminal 1, while C, D, E, F and G gates are in Terminal 2. In addition, the smaller Terminal 3 is used for inter-island flights within Hawaii. Passengers can walk or use shuttle buses to get from one terminal to another.

Rental Cars at HNL Airport

On-site rental cars at Daniel K. Inouye International Airport (HNL) are located inside the Terminal 2 parking garage on the ground level. From baggage claim, walk or take a shuttle to the Terminal 2 parking garage just across from the airport’s main ticketing lobby beyond the pickup and dropoff area.

Note that while Enterprise is technically located on-airport, the office is actually located on Aolele St. away from the main terminals, and requires a short shuttle ride to get there. We ran a quote for a weeklong minivan rental at Salt Lake City International Airport (SLC), picking up and returning at noon. In this particular case, Alamo and Payless tied for the cheapest of the major car rental brands, delivering a price of $525. Then ran the same quote request at the same airport, for the same car at the same time, but bumped back the pickup and return time to 12:30 p.m. Alamo’s price dropped to $470, while Payless and Enterprise came in at $525. For a recent quote at San Francisco International Airport (SFO), we saw a whopping $143 difference in National’s price simply by shifting the pickup and return time by 30 minutes.

These price drops are not a coincidence. Certain car rental brands often price their rentals lower on the half hour than on the hour. Why is this? It has to do with pricing algorithms, automated rate shopping, and catching your competitor unaware to swing more of the business in your direction. 

In short, the rental companies are re-shopping each other’s rates constantly and adjusting their pricing to try to get a leg up on the competition. These companies know that some portion of customers will choose to pick up and/or drop off on the half-hour, and in those cases, by offering lower prices, they will win more of business.

Denver Metered & Free Street Parking

You’ll find metered spots all over downtown Denver, but you need to keep an eye on the signs nearby for time limits and exceptions. Meters typically cost $1 per hour with a two-hour parking limit. All meters accept change, and there are many newly installed “smart meters” that also accept credit cards.

Meter parking is free from Monday through Saturday after 10 p.m. but there is no parking allowed on Downtown Denver streets between 2 am and 6 am. Parking is also free all day Sunday and on city holidays.

Why a Car Rental Company Might Run a Credit Check

There’s no hard and fast rule about car rentals and credit checks. Car rental companies have different policies regarding debit cards to begin with, and car rental agencies that are franchises often have a lot of leeway to set their own rules. In a study by CreditCards.com, less than 10 percent of rental car agencies refused, under any circumstances, to rent to customers with a debit card. Most of the remaining 90 percent of agencies permitted customers to use a debit card, but required customers to meet at least one extra qualification requirement. About half put a large hold on the debit card as an additional deposit and 10 percent mandated a credit check.

In most cases, rental car agencies that run a credit check are not looking for a magic number on a credit score but rather red flags such as delinquent lines of credit opened within the past several years. In a nutshell, they are trying to mitigate risk.

Some Debit Cards are Better Than Others

The CreditCards.com study found that, typically, rental car companies want to see a debit card with either a Visa or MasterCard logo that is affiliated with a bank, savings and loan or credit union. But otherwise, the big takeaway was a lack of consistency; the study found some agencies were willing to rent to local residents using a debit card, but refused to rent to out-of-state customers, while others allow debit card usage from out-of-state residents, but not locals. Some required that a renter using a debit card to be 25 years old or older, others had a lower minimum age. And many rental car offices said they placed a hold for a larger deposit of up to $500 on a bigger car than a smaller car. Again, these are all steps the rental car agencies can take to lower their own risk.

Does It Make Good Sense to Pre-pay for Your Rental Car?

Shopping online for a rental car can be a confusing process in the best of times, but this year is unlike any other. Coming out of the pandemic, we’re still facing a car rental shortage, which has driven up prices. The best way to protect yourself is to choose the “Pay Later” rate for your rental car so you keep your options open and don’t risk missing out on a better deal.

We all want a cheap car rental, but don’t always know how to get the best price. One of the first choices you’ll face is when to pay. When you make a reservation, you might choose to simply provide your contact information and pay for the car at the counter when you pick up the car.

Alternatively, you can opt for a prepaid, non-cancellable rental in which you pay up front in full when you make the reservation. Is it a good idea to prepay for a car rental? Or do you get a better deal by paying later?

In most cases, a publicly available “Pay Later” rate will deliver the lowest price. (After booking, be sure to ask us to track your reservation for price drops. A prepaid rate locks you in and you’ll miss out if a better price comes along.)

No Shows and Prepaid Rental Cars

The no-show rate in the car rental industry as a whole can approach 30%. That means that up to one-third of people who make a reservation for a car rental will not pick it up. To protect themselves, car rental companies must overbook in order to get close to renting the majority of vehicles available. But it can backfire. You may show up with a confirmed reservation, only to find out that there are no cars available in the class that you reserved.

Most customers do not secure their reservation with a credit card, which leads to no-shows. This means that there is no consequence if someone books a rental car and then fails to show up to claim it. The industry has grappled with no shows for some time, which led it to introduce a prepaid model. Prepayment provides financial accountability for the renter to actually show up for their rental. If you don’t show, you will either pay a penalty or you will forfeit the entire amount paid.

How Car Rental Companies Get You to Prepay

When booking a vehicle online, you’ll sometimes see two prices—one for “Pay Later” and one for “Pay Now”. Not every rental company offers a “Pay Now” or prepaid option, and typically not on every vehicle category. Yet when this option is available, the price will typically be 5% to 15% lower than the standard rate.

By paying upfront, you’re signaling to the rental car company that you’ll show up for the rental. In return, the car rental company gives you a bit of a discount as a reward for taking some of the risk out of equation.

If your plans are firm, then a 15% discount might be a tempting offer, but it’s important to keep a few things in mind before hitting the “Pay Now” button. First, if you decide to cancel your reservation, you’ll virtually always be hit with a cancellation fee. One major rental company website states that if you cancel your reservation more than 24 hours before pickup time, it will charge you a $25 cancellation fee. Cancel within 24 hours, and it bumps up to a $50 cancellation fee. If you don’t show, you’ll forfeit the entire amount paid.

Prepaid Car Rentals on Opaque Websites

Sites like Priceline and Hotwire sometimes offer what are known as “opaque” deals, because they offer you a deeper discount in exchange for not revealing the rental company until after you’ve paid. Priceline calls them *Express Deals* while Hotwire calls with *Hot Rates.” Whatever the name, the most important thing to know is that once you’ve paid, you are locked in. You cannot cancel for any reason. Don’t like the rental company? Change of plans? Sorry, you’re out of luck. No changes or refunds.

Certainly there are great deals out here, but the major drawback is that the policies are even more restrictive than if you book directly with the rental companies. For example, you may encounter language like this:

“Rentals are final and cannot be cancelled, refunded, changed, exchanged or transferred. Your account will be charged for the total price shown, regardless of whether the reservation is used.”

Naturally, rental car companies love prepaid bookings. For them, it’s guaranteed money in the bank. From a consumer’s perspective, the attractiveness really depends on how good a deal is, and whether you’re certain you’ll be able to make trip as planned. For a small discount, it may not be worthwhile, But if the price differential is large, prepaying may be tempting. It’s important to evaluate all of your options before making a decision in order to get the best deal.

Does It Make Sense to Prepay for a Rental Car?

Prepaying for your rental, either through the rental company’s website or through one of the opaque booking sites can offer you a discount off the standard rate. Typically the discounts offered by the opaque sites tend to be more aggressive than the rental companies themselves, but there are also more restrictions, so be sure your plans are 100% firm.

Also keep in mind that rental rates can change multiple times a day. What may look like a great rate today can look like a rip-off tomorrow.
